Housing Production Plan

On Tuesday, May 22nd, the Town Council will vote on a resolution to endorse the Housing Production Plan, drafted by the Community Preservation Planner, Jennifer Goldson with help from the Housing Partnership and input from citizens. Endorsement by the Council and the Planning Board, and subsequent approval by the state, would give the Town the authority to deny comprehensive permit applications that do not meet the goals laid out in its approved Housing Production Plan. Additionally, timely approval would allow the Town to count any units built under the pending Claremont 40B project towards its affordable housing production goals.

The Commonwealth’s Office of Housing and Economic Development offers more information on how a Housing Production Plan enables communities to proactively control the production of affordable housing so that it better suits local needs and priorities.

Green Communities designation

With its designation as a “Green Community,” the town is eligible for state grants for energy efficiency measures. We are guaranteed $200,800 in the first round. The town’s Energy Reduction Plan file is broken up into two parts, here and here.

Under Massachusetts General Law Chapter 61A, the town of Bridgewater has until October 12 to exercise its right of first refusal to purchase a 141 acre parcel of undeveloped land between Cherry Street and the Taunton River (the town may also elect to transfer that right to another entity).

At its meeting of September 6th, the Town Council referred the issue to the Community and Economic Development Committee (CEDC) for a recommendation.

The CEDC will hold a meeting on Tuesday, September 13th, at 7:00 in the Memorial Building in order to address the following issues in order to help the Town Council and citizens make an informed decision on this matter.
•       The nature of the parcel itself—its history, topography, value as a natural and recreational resource, relation to the river, and potential means of public access.
•       Potential cost and benefits of preserving the parcel.
•       Possible funding scenarios, including outside sources if applicable.

Community Development Block Grant

The Town of Bridgewater, jointly with the Town of Middleborough, applied for a Community Development Block this past December.  Bridgewater is proposing two local activities as part of the application and is seeking public input:

  • Downtown Revitalization Planning Study–to be prepared by a consultant that would result in recommendations/guidance for a phased approach to addressing improvements in the Bridgewater’s downtown area (sidewalk upgrades, parking improvement, traffic calming, signage, handicap accessibility, etc.).
  • Housing Rehabilitation Assistance Program – to assist eligible residents in defined areas (Middleborough Center and Bridgewater Downtown area) with essential home repairs (roofs, siding, heating systems, electrical, weatherization, handicap accessible additions, septic).

As part of our application, the Community Development Advisory Committee (CDAC) has written a Community Development Strategy that will help guide the town utilize the funding if we receive the grant and beyond.

The Slums and Blight Existing Conditions Map is another requirement of the application.

The CDAC has also written a Slums and Blight narrative draft that outlines existing conditions in the target area.
